When you try a new version of MRL, you should always upload the version of MRLComm that came with that version. A lot of change have happen in MRLComm since version 1412 and they where not always track with version number
I have loaded version1723 as I wasl told it was the latest one. After loading it, I did find resource\Arduino\MRLComm But I can not find MRLComm.ino. What am I doing worng?

The folder where it's located will be downloaded the first time you start MRL.
java -jar myrobotlab.jar
Then you should be able to find it in a subfolder to MLR.
resource\Arduino\MRLComm\MRLComm.ino
