Reviewing the video, I think the upper "tendon" is an elastic tube. Which I have stated before, that "springs" are very "under-utilized". Motors, gears, servos, linkages are much too brittle. Use intrinsic shock absorbing, energy batteries of springs ! - the lower "tendon" is a metal shaft which varies foot attack angle.
I think you will find that tube is Aluminum and not flexible, used to stabalise the bottom section, however that black bit the tube is attached to at the bottom, looks like stiff rubber to me, and that would give the springiness that would be needed.
... rubber ? .. not sure of the material but I would hope that "rest" position would give you a "springy" 0 energy platform. Dunno, but really excited about west coast boston dynamics :D
